System policy changes require client restart in older versions

In Tailscale v1.76 and earlier, changes to system policies do not take effect until the Tailscale client is restarted. This can cause configuration drift where intended policies are not actively enforced.

After applying system policy changes via MDM or registry on devices running Tailscale v1.76 or earlier, restart the Tailscale client to apply the changes. Alternatively, upgrade to v1.78 or later which applies policy updates automatically. Use 'tailscale syspolicy list' to verify active policies match expected configuration.
