Prisma Access CloudBlade TSG Mismatch

When Prisma SD-WAN and Prisma Access have different TSG IDs or are not in the same region, the Cloud Managed CloudBlade fails association with error code FAWKES_PA_TENANT_NOT_FOUND, breaking integration.
