Alert when tenant resource usage approaches quota limits before users hit hard failures during instance creation.
How to detect:
Monitor the ratio of used to maximum resources across tenant quotas: cores, RAM, instances, floating IPs, security groups. Alert when usage exceeds configurable thresholds (e.g., 80% of quota).
Recommended action:
Proactively notify tenants of approaching limits, review quota allocation policies, or increase quotas based on usage patterns. Investigate if specific projects show unexpected growth.
