Service Tier Aggregation Hiding Paid Performance

Mixing standard tier traffic with priority/scale tier traffic in metrics obscures the true performance of paid tiers. Standard tier has no latency SLA and can have highly variable performance, masking degradation in SLA-backed tiers.
