Missing API Gateway GetUsage endpoint prevents local testing

API Gateway GetUsage method is not implemented in LocalStack, returning 'No moto route for service apigateway on path /usageplans/<plan ID>/usage found.' error when attempting to query usage plan metrics

Test usage plan monitoring services on actual AWS infrastructure instead of LocalStack, or wait for feature implementation. Monitor related issue #8801 regarding quota enforcement which is also not implemented.
